PUN Rig intake review meeting
Summary

As a part of the rig intake and preparations for the Tomcat HPHT exploration well, PGNiG Upstream Norway AS (PUN) performed an onshore review of Odfjell Drilling AS (Odfjell) on both HSE- and technical aspects. The Review was held at Odfjell’s premises at Kokstadflaten 35 in Bergen. The review was held in a good atmosphere, the Odfjell participants were very open and willing to explain and share information. The verification team identified one (1) non-conformity, zero (0) improvement points, zero (0) observations and 23 actions. The findings are listed I Chapter 4. Odfjell is requested to respond within two weeks of receiving this report on how they intended to handle the findings and sending PUN the required information. The verification team’s impression is that Odfjell is a rig company that has a well-functioning business management system. Odfjell is ISO 9001, 14001 certified and the management system is prepared according to ISO 45001 and 50014. A separate competence review meeting will be scheduled closer to spud.

IOGP 476 has requirements for level one for roustabouts, crane operators and deck crew. Level 2 requirements for Roughneck, subsea eng. and derrickman. Odfjell has a non-conformance from IOGP 476 related to level 1 for crane operator, and deck crew and level 2 for derrickman and roughneck. Although IOGP 476 is a guideline, PSA communicated during previous audits of Wellesley and DNO that this is now a requirement.

Odfjell have evaluated the requirements and concluded: Deck crew and crane operators will take level 1. This is an digital course. dec crew that have drilling education will get a deviation according to IOGP (qualifying examples of work related experience that may lead to considereing dispensation includes – regional vocational training schemes, dvs yrkesrettet utdanning) Roughneck and Derrickman are covered by the education VK2 well technique or equivalent drilling course/education.

A-8: Send information regarding level 1 and 2 course. Odfjell to send justification for requirements related to IOGP476.

Level 1 is a digital course. The Level 1 course has 7 modules which cover the following topics: -Overview of Oil and Gas -Life Cycle of a Well -Drilling Rigs -Well Control During Drilling Operations -Well Intervention and Workover -Pressure Control During Well Intervention Conclusion. At the end of each module there is a knowledge check which candidate must successfully complete before moving on to the final exam. If a pass mark of 70% or more is achieved in the final exam candidates will be able to access their online certificate. Deck, Ass. crane driver will take level 1 course. deck personnel that have drilling course/drilling technical education gets dispensation. Roughneck, derrick man is coverd by the fagutdanning VKS2 brønn teknikk or similar accoring to Offshore Norge guideline 024.
